Accessing Central and State Agricultural Welfare
The Government of India and State Agricultural Departments provide direct income support, subsidized working capital credit, and risk insurance to agrarian households. However, accessing benefits under flagship schemes—such as PM-Kisan Samman Nidhi, the Kisan Credit Card (KCC), and Pradhan Mantri Fasal Bima Yojana (PMFBY)—requires navigating digital registration portals, authenticating land ownership records, and completing mandatory biometric e-KYC.
1. PM-Kisan Samman Nidhi Registration Protocol
Eligible landholding farmer families receive ₹6,000 annually in three equal disbursements of ₹2,000 directly via DBT. To register on the official portal (pmkisan.gov.in):
- Navigate to the "Farmers Corner" section on
pmkisan.gov.in and click "New Farmer Registration".
- Select your operational classification (Rural Farmer Registration or Urban Farmer Registration).
- Enter your Aadhaar Number and active mobile number, select your State, and authenticate using the OTP sent to your registered mobile phone.
- Fill in personal details, caste category, and bank account information (ensure the bank account is active and DBT-enabled).
- Land Record Seeding: Enter your land ownership details: Survey/Khata number, Khasra number, land area in hectares, and land transfer date. Upload a clear, legible PDF scan of your land revenue record (Jamabandi / ROR / 7/12 extract).
- Submit the application. The record is routed digitally to the local Patwari/Tehsildar and State Nodal Officer for physical verification.
- Mandatory e-KYC: Complete Aadhaar-based OTP e-KYC on the portal or visit a CSC for biometric fingerprint authentication; unverified accounts are paused from payment cycles.
2. Kisan Credit Card (KCC) Application Workflow
The Kisan Credit Card provides subsidized operational credit (effective 4% annual interest with prompt repayment incentive) for seeds, fertilizers, and diesel:
- Download the simplified one-page KCC application form from
pmkisan.gov.in or bank websites.
- Attach a self-attested copy of land revenue records, crop sowing certificate, and Aadhaar card.
- Submit the dossier to your local commercial bank, Regional Rural Bank (RRB), or Primary Agricultural Cooperative Society (PACS). Under RBI guidelines, banks must process clean KCC applications within 14 business days.
3. PM Fasal Bima Yojana (PMFBY) Crop Enrollment
To insure crops against non-preventable natural risks (drought, flood, unseasonal hail):
- Non-loanee farmers can register directly on
pmfby.gov.in or via a Common Service Centre before seasonal cut-off dates (July 31 for Kharif, December 31 for Rabi).
- Pay the nominal farmer premium: 2.0% of sum insured for Kharif food crops, 1.5% for Rabi crops, and 5.0% for commercial/horticultural crops.
