The Citizen's Right to Administrative Accountability
When government welfare benefits are delayed, public services fail, or administrative authorities fail to respond, citizens do not need to rely on middlemen or endless physical office visits. The Centralized Public Grievance Redress and Monitoring System (CPGRAMS) operated by the Department of Administrative Reforms and Public Grievances (DARPG) provides a legally mandated, web-based platform connecting citizens directly to over 90 Central Ministries, Departments, and State Governments.
Step-by-Step Grievance Registration on CPGRAMS
- Navigate to the official portal:
pgportal.gov.in and create a citizen profile using your mobile number and email.
- Click on "Lodge Public Grievance" and accept the terms of reference.
- Select the correct Ministry or Department responsible for your issue (e.g., Department of Financial Services for banking/loans, Department of Higher Education for scholarship disputes, or Ministry of Agriculture for PM-Kisan delays).
- Drafting the Grievance Text: Write a concise, objective statement (under 4,000 characters). Follow a structured format:
- State the exact scheme, application reference number, and date of application.
- Describe the specific failure (e.g., "Scholarship approved on Oct 14, 2025, but DBT credit failed with error code 104; no response received from district nodal officer despite written requests on Dec 5").
- Specify the exact resolution sought (e.g., "Request reprocessing of failed DBT payment to my verified bank account").
- Attach Evidence: Upload supporting PDF documentation (under 4MB)—such as application acknowledgments, previous rejection screenshots, or bank statements.
- Submit the grievance to receive a unique Registration Number to track resolution progress.
What Cannot Be Filed as a CPGRAMS Grievance?
To avoid immediate administrative rejection, note that CPGRAMS does not accept:
- Matters that are sub-judice (cases currently pending before a Court of Law).
- Personal or family disputes and commercial contract claims.
- Right to Information (RTI) matters (RTI applications must be filed separately via
rtionline.gov.in).
- Religious or anonymous complaints lacking citizen identity.
The Appellate Mechanism
Government departments are mandated to resolve grievances within 30 days. If your grievance is closed with an unsatisfactory, bureaucratic, or evasive reply, you have the right to file an Appellate Review on CPGRAMS within 30 days of closure. The appeal is escalated to a senior Joint Secretary-level Appellate Authority for independent scrutiny.
