Using a Common Service Centre

By Ratan Updated: 17 Oct 2026
A citizen guide to accessing government-to-citizen (G2C) and business services through authorized Common Service Centres (CSCs / Digital Seva Kendras).

Overview

The Digital Bridge to Rural and Semi-Urban India

Under the Digital India mission, Common Service Centres (CSCs), operated by Village Level Entrepreneurs (VLEs), function as frontline physical access points for delivering Government-to-Citizen (G2C) and Business-to-Consumer (B2C) digital services. For millions of citizens who lack personal computers, high-speed broadband, or digital literacy, CSCs provide essential assisted access to welfare registrations, identity updates, and banking services within their local panchayat.

Primary Services Available at an Authorized CSC

  • Government Welfare Schemes: Enrolment and e-KYC for PM-Kisan Samman Nidhi, Pradhan Mantri Awas Yojana (PMAY), Ayushman Bharat Golden Cards (PM-JAY), and National Scholarship Portal (NSP) applications.
  • Aadhaar & Identity Services: Demographic address changes, document uploads, and biometric updating at authorized Aadhaar-enabled CSC centers.
  • Certificates & Revenue Documents: Online applications for income, caste, domicile, birth, and death certificates via state e-District integration.
  • Micro-Banking (DigiPay & AePS): Operating as Business Correspondents (BCs), CSCs offer cash withdrawals, balance inquiries, and direct welfare payouts using the Aadhaar Enabled Payment System (AePS).
  • Utility Bills and Statutory Services: Payment of electricity, water, and gas bills, FASTag issuance, PAN card applications, and PM Fasal Bima Yojana crop insurance enrolments.

Citizen Rights and Official Rate Transparency

Every authorized CSC operates under regulated government guidelines to protect citizens from extortion and unauthorized fees:

Service Domain Standard Government Rate Guideline Citizen Protection Mandate
Ayushman Bharat Card (PM-JAY) Free initial generation (nominally ₹30 for laminated PVC card). Digital e-Card generation cannot be denied or held for ransom.
Aadhaar Demographic Update Statutory ₹50 fixed fee (regulated by UIDAI). Mandatory printed system-generated UIDAI fee receipt.
General Welfare Application Typically ₹20 to ₹50 nominal facilitation fee. Official printed application acknowledgment with application ID.

How to Identify an Authorized CSC and Report Overcharging

An authorized CSC displays a standardized "Digital Seva" signboard featuring the national emblem, the CSC logo, the Village Level Entrepreneur's (VLE) name, unique CSC ID, and a publicly displayed rate chart. If an operator overcharges or refuses to provide printed receipts, citizens can lodge a formal complaint on the CSC Grievance Portal or call the national CSC helpline at 14599.
