Empowering Rural Youth Through Formal Employment
Administered by the Ministry of Rural Development (MoRD), the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is India's flagship placement-linked skill development program for poor rural youth. The scheme aims to diversify rural household income away from vulnerable subsistence agriculture by training rural youth in high-growth industrial and services sectors, guaranteeing formal salaried jobs with verified social security benefits.
Core Eligibility and Social Inclusion Mandates
- Target Demographics: Rural youth aged between 15 and 35 years belonging to poor rural households (identified through SECC deprivation data, BPL cards, or MGNREGA household worker verification).
- Age Relaxations: Upper age limit is relaxed up to 45 years for women, Persons with Benchmark Disabilities (PwBD), transgender individuals, and victims of trafficking.
- Social Inclusion Quotas: Mandatory affirmative action quotas ensure that training cohorts allocate at least 50% seats to SC/ST candidates, 15% to minorities, and 33% to women candidates.
Key Benefits Provided to Candidates
DDU-GKY operates on a zero-expense model for enrolled candidates. Project Implementing Agencies (PIAs) provide:
- 100% Free Training & Certification: Comprehensive technical skilling across NSQF-aligned job roles (Retail Sales, Hospitality, Healthcare Assisting, Logistics, Automotive assembly, BPO/ITeS).
- Free Residential Accommodation & Meals: Full boarding and lodging provided at dedicated residential training centers throughout the 3 to 12-month course duration.
- Digital Literacy & Soft Skills: Mandatory training in basic computer literacy, English communication, and workplace hygiene.
- Free Uniforms & Tablet Access: Candidates receive dedicated learning materials, course uniforms, and access to digital learning tablets.
- Post-Placement Support (PPS): To ease the transition from rural villages to industrial cities, candidates receive direct monthly cash stipends (₹1,000 to ₹3,000/month for up to 6 months) after job placement.
The Mandatory 70% Placement Clause
The hallmark of DDU-GKY is that training agencies are legally mandated to place at least 70% of successfully trained candidates into formal jobs paying at or above statutory minimum wages. Placements must provide formal employment contracts with Employees' Provident Fund (EPF) and Employee State Insurance (ESIC) benefits, verified through independent biometric monitoring.
