Overview

Empowering Marginalized Students in Global Academia

Administered by the Ministry of Social Justice and Empowerment (MoSJE), the Dr. Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loans for Overseas Studies provides financial support to meritorious students belonging to Other Backward Classes (OBCs) and Economically Backward Classes (EBCs). The scheme waives 100% of the interest payable on overseas education loans during the moratorium period (course duration plus one year) for higher studies abroad.

Eligibility and Academic Criteria

  • Target Communities: Candidates must belong to Other Backward Classes (OBC) holding a valid Central Government Non-Creamy Layer certificate, or Economically Backward Classes (EBC).
  • Income Limits: Total family income from all sources must not exceed:
    • For OBC Candidates: ₹8.00 Lakh per annum (matching the current Non-Creamy Layer ceiling).
    • For EBC Candidates: ₹5.00 Lakh per annum.
  • Permissible Course Levels: The scheme applies strictly to Master's, M.Phil, and Ph.D. level programs abroad. Undergraduate diploma or bachelor’s degrees are not eligible.
  • Qualifying Academic Streams: Eligible disciplines include Engineering, Management, Pure Sciences, Agricultural Sciences, Medicine, and Humanities/Social Sciences from recognized international institutions.
  • Loan Origin: The education loan must be formally sanctioned by a scheduled commercial bank registered under the Indian Banks' Association (IBA) framework.

Financial Scope and Mechanism of Subsidy

Under this scheme, the Government of India pays the entire accrued interest on the educational loan directly to the lending bank throughout the student's study period plus one year or six months after securing employment, whichever occurs earlier:

  • The subsidy is available only once in a lifetime and applies only for one graduate or doctoral degree.
  • The student is responsible for repaying the principal loan amount and subsequent normal interest once the moratorium period ends.

Application Workflow

  1. Secure formal unconditional admission to a recognized overseas university and obtain an education loan sanction from a scheduled commercial bank.
  2. Submit the official OBC-NCL / EBC Income and Caste certificate to the bank manager during loan execution.
  3. The lending bank uploads student loan details and interest claim schedules onto the designated online portal of the Nodal Agency (Canara Bank).
  4. Upon verification by MoSJE, subsidy funds are credited directly to the student's loan account periodically.
