A Step-by-Step Indian Passport Application Guide Online

By Ratan Updated: 17 Oct 2026
An official procedure guide to applying for a fresh or renewal Indian passport online via Passport Seva, booking PSK appointments, and police verification.

Overview

Navigating the Passport Seva System

A passport is the ultimate sovereign proof of identity, citizenship, and the legal right to international travel. Administered by the Consular, Passport and Visa (CPV) Division of the Ministry of External Affairs (MEA), the Passport Seva platform (passportindia.gov.in) has transformed passport issuance into a transparent, digitized workflow across hundreds of Passport Seva Kendras (PSK) and Post Office Passport Seva Kendras (POPSK) nationwide.

Step-by-Step Online Application Workflow

  1. Portal Registration: Visit the official government portal: passportindia.gov.in. Register an account by selecting your local Regional Passport Office (RPO) and creating login credentials.
  2. Application Form Submission: Click on "Apply for Fresh Passport / Re-issue of Passport". Choose to fill the form online directly or download the offline e-Form XML.
    • Select Passport Type: Normal (processed within 15–30 days) or Tatkaal (expedited within 1–3 business days).
    • Booklet Size: 36 pages (standard traveler) or 60 pages (frequent international business traveler).
    • Input demographic details exactly matching your Class 10th marksheet and Aadhaar records.
  3. Online Payment & Appointment Booking: Fee payment is mandatory to schedule appointments (₹1,500 for normal 36-page adult passport; ₹3,500 for Tatkaal). Select your preferred PSK or POPSK location and select an available time slot.
  4. Download Appointment Receipt: Print the system-generated appointment confirmation receipt showing your Application Reference Number (ARN) and reporting batch time.

What Happens on Appointment Day at the PSK?

Arrive at the Passport Seva Kendra 15 minutes before your scheduled appointment time. The physical workflow moves through three color-coded counters:

Counter Stage Operational Function Action Undertaken
Counter A (Digital Processing) Managed by Service Partner (TCS) Biometric capture: digital photograph, 10-finger biometric scan, document scanning, and data entry confirmation.
Counter B (Verification) Government Verification Officers Physical scrutiny of original documents (Aadhaar, PAN, birth proof, educational degrees).
Counter C (Granting) Assistant Passport Officer (APO) Final statutory decision: grants passport approval and triggers the electronic police verification file.

Police Verification and Dispatch

For fresh normal applications, physical police verification occurs at your permanent residence. The local police station officer will visit to verify your physical address and review original ID proofs. Once the police report is cleared (Clear PVR), the passport is printed and dispatched via Speed Post with end-to-end SMS tracking.
